hqdefault (480×360) exists for virtually every video, so it is the safe fallback. maxresdefault (1280×720) is only generated when a high-resolution source was available — older or auto-generated thumbnails may not have it.

Privacy

The video ID is parsed in your browser. To show the thumbnail, the tool loads the public image from Google's content network (i.ytimg.com) — that single image request goes to Google, the same as opening any YouTube thumbnail.
