EPF on a ₹40,000 Basic Salary: Capped at ₹25,000 or Full Wages

At ₹40,000 of PF wages you are above the ₹25,000 ceiling, so your EPF depends on one thing first: does your employer contribute on the ceiling or on your full wages? The 17 September 2026 change cut take-home for one group, and it moved ₹833 a month out of the other group's EPF balance without touching their take-home.

Rules checked on 11 October 2026 against Ministry of Labour and Employment notification S.O. 5109(E) (Gazette of India, 17 September 2026) and EPFO's wage-ceiling FAQs (September 2026, questions 13, 18, 21, 22 and 26). Interest is 8.25%, the rate for 2025-26 that EPFO notified on 1 July 2026. Tax: Income-tax Act, 2025, Schedule II, Sl. No. 4. Short answer

It depends on your arrangement. Capped at the ceiling, the most common one: ₹3,000 is cut from your salary, your employer adds ₹917 to EPF and ₹2,083 to EPS, so ₹3,917 a month reaches your balance, and take-home fell by ₹1,200 when the ceiling rose. On full wages: ₹4,800 from you, ₹2,717 from your employer to EPF and ₹2,083 to EPS, so ₹7,517 a month. Take-home didn't change, but the employer's EPF share fell by ₹833, because the pension part now counts wages up to ₹25,000. If you are not an EPS member, the employer's whole 12% goes to EPF: ₹6,000 a month capped, ₹9,600 on full wages.

Four arrangements, four different numbers

Two questions decide your EPF at ₹40,000. Does your employer contribute on ₹25,000 or on all ₹40,000? Are you a member of EPS, the pension scheme? EPS membership is only open to people whose wages were within the ceiling when they joined (or on 17 September 2026), so many people at this pay are not in it.

Not in EPS, full wages₹4,800₹0₹4,800₹9,600No change

Your payslip tells you which row you are in. An employee PF deduction of ₹3,000 means capped; ₹4,800 means full wages. Your UAN passbook shows whether a pension amount is credited each month.

On full wages, the new ceiling moves ₹833 a month to the pension fund

The employer's 12% on full wages hasn't changed, ₹4,800. But the EPS part is 8.33% of wages up to the ceiling, and the ceiling went from ₹15,000 to ₹25,000. So EPS now takes ₹2,083 instead of ₹1,250, and your EPF account gets ₹2,717 instead of ₹3,550.

Over one year, from the October 2026 wage month, that is ₹93,647 in the account at 8.25% instead of ₹1,04,024. The ₹10,377 gap is mostly the ₹9,996 that went to EPS, plus the interest it would have earned. That money still counts toward your EPS pension, which is paid monthly from 58 if you have at least 10 years of service.

New job at ₹40,000 basic: is PF compulsory?

If you have never been an EPF member and your PF wages are above ₹25,000, you don't have to join. EPFO's own example: PF wages of ₹30,000 are not covered, though you can become a member with your employer's consent (question 26). The rule applies to an "excluded employee", someone whose pay is above the ceiling when they would first become a member.

If you already have a UAN from an earlier job, you are an existing member, that label doesn't fit, and contributions carry on in the new job. Whether you are in EPS depends on your wages when you first joined: within the ceiling then means you stay an EPS member; above it means EPF only.

Someone joining fresh at ₹40,000 who opts in will usually be EPF only, so the employer's whole 12% goes to the account. That is the "Not in EPS" rows in the table above.

Tax and the employer's cost

Interest on your EPF becomes taxable only on your own contributions above ₹2,50,000 in a year (Income-tax Act, 2025, Schedule II, Sl. No. 4). At ₹40,000 your share is ₹36,000 a year capped or ₹57,600 on full wages, nowhere near the line. Under the old regime, your share counts toward the ₹1,50,000 deduction in section 123 (the old 80C).

For the employer, a capped employee now costs ₹3,250 a month in PF, EDLI and admin, up from ₹1,950. A full-wages employee costs ₹5,125, up just ₹50, because only the EDLI charge rose (0.5% of ₹25,000 instead of ₹15,000). EDLI life cover is still at most ₹7 lakh.

Worked examples

Age 35, ₹40,000 wages, ₹5 lakh saved, 5% raises, to 58

From the October 2026 wage month to 58, at 8.25% and with each month's money credited the month after: an EPS member on capped contributions reaches about ₹63.0 lakh (₹50.7 lakh on the old ceiling). On full wages the same person reaches about ₹1.34 crore. That is less than the ₹1.40 crore the old ceiling would have given, because EPS now takes ₹833 more each month.

If the same person is not in EPS, the balance is about ₹79.3 lakh capped or ₹1.50 crore on full wages. On full wages their own share peaks at about ₹1.68 lakh a year (2048-49), so the ₹2.5 lakh tax line is never crossed.

One year on full wages, before and after the change

Flat ₹40,000 wages, October 2026 to September 2027. New rule: ₹7,517 a month reaches EPF, ₹90,204 for the year, plus ₹3,443 of interest (₹775 credited at 31 March, ₹2,668 at the year's end), for ₹93,647.

Old rule: ₹8,350 a month, ₹1,00,200 for the year, plus ₹3,824 of interest, for ₹1,04,024. EPS received ₹24,996 under the new rule instead of ₹15,000.

Questions people ask

Is PF compulsory on a ₹40,000 basic salary?
Not for someone joining EPF for the first time, because the wages are above the ₹25,000 ceiling. You can join with your employer's consent. If you are already a member from an earlier job, contributions continue.
How much PF is deducted from ₹40,000 basic?
₹3,000 a month if your employer contributes on the ₹25,000 ceiling, or ₹4,800 (12% of ₹40,000) if it contributes on full wages.
Why did my employer's EPF share fall from ₹3,550 to ₹2,717?
You contribute on full wages and you are an EPS member. Since 17 September 2026 the pension part is 8.33% of ₹25,000 (₹2,083) instead of 8.33% of ₹15,000 (₹1,250), so ₹833 more goes to EPS and ₹833 less to your EPF account. The employer still pays ₹4,800 in total.
Does my employer have to contribute on the full ₹40,000?
No. Above ₹25,000 the statutory contribution can be restricted to the ceiling. Employers who already pay on higher wages can continue under the existing arrangement (EPFO FAQ questions 21 and 22).
I'm not in EPS. Will the new ceiling add me to it?
Not at ₹40,000. Only employees whose wages were between ₹15,000 and ₹25,000 on 17 September 2026 had to be moved into EPS. Above ₹25,000 you stay EPF only, and the employer's whole 12% keeps going to your account.
How does this compare with a ₹25,000 basic?
At exactly ₹25,000, capped and full wages are the same thing: ₹3,000 from you, ₹917 to EPF and ₹2,083 to EPS. The ₹25,000 basic page covers the people that change pulled into EPF and EPS.
